1. What is Vigilance                                                                                               
What does ‘Vigilance’ Mean?
The word Vigilance means ‘Alertness or Watchfulness’. This is, therefore, a mental state and hence applicable to Rank and File. The Organization uses the ‘Vigilance Wing’ in its setup to identify its weak spots, grey areas and bad eggs. Thus, the ‘Vigilance Wing’ serves as the watchful eyes and alert ears of the Organization. 
What is corruption?
Corruption is defined as "Accepting or agreeing to accept or obtaining or attempting to obtain from any person, any gratification as a reward for doing any official act or showing favour in the official capacity of a public servant". In simple words, the use of power / influence attached to a public Office for private benefits can be termed as corruption. 
Objective :
The objective of Vigilance wing is to maintain Purity, Integrity and Efficiency of the Organization. 
Scope of Work:

Scope of Vigilance work includes prevention & detection of corruption, misconduct and other malpractices, stream lining the system through system corrections and punitive actions.
Modus Operandi:

Following tools are employed in achieving the objective of Vigilance wing:

Educative – by creating awareness amongst general public & employees through training. Preventive – by conducting regular checks in various areas. 
Detective – by investigating complaints.  

Reformative – by suggesting improvements to systems and disciplinary actions against guilty personnel. 
Preventive Vigilance
While Detective and Punitive aspects of Vigilance wing are necessary to check corruption
and punish the defaulters, much greater emphasis is laid to prevent corruption since Prevention is always better than cure. 
Vigilance wing conducts regular checks also known as ‘Preventive Checks’ in various areas of working with a view to stop malafide acts before they are committed. These checks also keep the corrupt officials at bay with a fear of being exposed in case they indulge in malpractices. Surprise checks / Decoy checks, are also conducted to nab corrupt officials.
About Central Vigilance Commission (CVC)
The Government of India set up CVC, an apex vigilance institution free of control from any executive  authority, in 1964. CVC monitors all Vigilance activity under the Central Government and advises various Central Government authorities in planning, executing, reviewing and reforming their Vigilance work. CVC’s Office is located at New Delhi. Complaints against Officers can be addressed to CVC. More information can be availed at CVC’s website
